feat(loop): loop triggers Action not a Task; consistent with others (#7)

## Summary

`loop` was a convoluted. With the `poll` and `sigtrigger` packages
triggering a specific `Action`, it made sense to simplify `loop` to
follow the same pattern. These 3 packages are really the same thing: run
an `Action` many times.

## Test plan

- [x] New behaviour is covered by tests.
