Turn off SCM publishing for now.

This seems broken because of a circular dependency.

It seems site publishing needs to be enabled in the parent for the SCM publish event to fire in the release process. This creates a problem because the parent site dependency report tries to find the versions of the Maven plugin which hasn't been published yet. This should be resolved once we break the repos apart.
