lace-speedboot: Minimal bootloader with text menu

This boots existing cloud images with minimal setup time,
it has support for GRUB and BLS bootflows.

Speedboot is compatible with both BIOS and UEFI platforms.

Speedboot also has the ability to boot stubble images directly by using
stubble as a library. (Only on UEFI at the moment).

This commit also changes vm_manage.py to support testing speedboot on
both platforms.
