Add sonde-sht40-handler gateway handler crate (#683)

* Add sonde-sht40-handler gateway handler crate

Rust gateway handler for SHT40 (SHT4x) temperature + humidity sensor.
Decodes the 14-byte payload from \sht40_sensor.c\: 6-byte raw frame
(with Sensirion CRC-8 validation), \	emp_mC\ (i32 LE), and
\h_mpercent\ (i32 LE). Writes JSON records to \sht40_log.jsonl\.

Also adds \sht40_sensor.c\ to the test-programs Makefile SRCS list.

- Fix \decode_sht40\ doc comment: says \Result\/\Err\ not \None\
- Refactor \ormat_utc_now\ to delegate to testable \ormat_utc_secs\
- Replace non-deterministic timestamp test with epoch and known-value tests
