Improve the section component and config module integration (#2756)

This PR primarily refactors the section component to the new CSS variable pattern and config module integration. This pattern applies CSS variable references along with sensible fallbacks replacing the initial Sass variable solution for component customization. The documentation has also been updated to reflect these changes.

As part of this update, the `css-query` mixin has been deprecated and replaced with the usage of `css.override` which now handles setting dynamic CSS variables when provided with a breakpoint keyed map as the value. Providing an `"initial"` key also sets the non-media query value which replaces using the first value as in `css-query`.

**Additional changes**

- `section`: Renamed `section_size_[key]` modifier to `section_padding_[key]` to better match what it actually does.
- `section`: Improved the default values of section padding modifier as well as the default.
- `section`: Renamed `section__image` to `section__background` so that it's consistent with library usage (such as card background and screen elements).
- `docs`: Added better layout padding above the `sidebar` breakpoint.
- `base`: Fixed not being able to override borer-color of separator module.
