Skip NetMHC tests gracefully when binaries are not installed

Wrap NetMHCpan/NetMHCIIpan initialization in try/except and use
pytestmark to skip all tests in the module when the tools aren't
available. Tests still run fully in CI where netmhc-bundle is present.
