fix: move Forecast sidepanel-container inside .sidepanel so it collapses like the others

The Forecast sidepanel-container was placed outside the <div class="sidepanel">
wrapper, so the CSS hover/focus-within rules (which only apply inside .sidepanel)
did not reach it — causing the panel to be permanently visible instead of
behaving as a collapsible tab like Select dates / Edit sensor / Upload data.

Fix: move the {% if user_can_create_children_sensor %} block (Forecast container)
inside the .sidepanel div, just after the Upload data block. Also restore the
{% endif %} for user_can_update_sensor that was accidentally dropped in a8746f8c.
