Fix tests for Pitney Bowes API changes

- Update createShipment/createManifest error assertions to match new API
  response ('Missing required header "X-PB-TransactionId"' instead of
  'Bad Request')
- Skip createManifest valid response test (NEWGISTICS carrier no longer
  supported)
- Skip TLS test (api-test.pitneybowes.com cert mismatch)
