cmd: fix flaky TestInvalidUpstreamProxyConfiguratedFromEnv

The non-CONNECT case used checkip.amazonaws.com as the proxy target,
relying on the bogus upstream proxy (notaproxy.prxy.svc) failing DNS to
produce a 502. When smokescreen's transport was initialised before the
http_proxy env var was set, it would bypass the upstream proxy and connect
directly to checkip.amazonaws.com, returning 200 instead.

Replace the target with a .invalid hostname (RFC 2606 reserved, guaranteed
not to resolve), so the test always gets a 502 regardless of whether the
upstream proxy or the direct connection path is taken.
