remove golangci-lint from go.mod to avoid GPL dependency flagging (#98)

- Dependency update

#### Description

Move golangci-lint installation from go.mod tool directive to
scripts/install-dev-dependencies.sh to keep GPL-licensed transitive
dependencies out of the module graph.
