Add validation for SamplingRate field in CRDs (#4593)

* Add validation for SamplingRate field in CRDs

The SamplingRate field accepted any string including invalid values like
"42" or "-1", causing silent misconfiguration (100% sampling or 0%
sampling respectively). Add a kubebuilder Pattern validation to enforce
the 0.0-1.0 range at admission time, and add runtime clamping in both
ConvertTelemetryConfig and NormalizeMCPTelemetryConfig as defense in
depth.
