fix: run reconciliation after provisioning is complete

Edgehog tenant reconciliation was triggered with and `after_action` callback.
This meant that the reconciliation was triggered before the transaction with the
DB was closed, which implied that the reconciler could fail to load the realm
management client. This change uses an `after_transaction` hook to trigger
reconciliation, ensuring all resources are ready when the reconciliation is
triggered.
