* fix(version-tab): gate download banner behind auto-update permission

The "A new version is available" alert with the Download button was
not gated by the AUTO_UPDATE permission, while the auto-update toggle
switch was. This meant embedders setting auto-update permission to
false would still see the download banner.

* fix(version-tab): address PR review feedback

Rename canShowDownloadButton to canShowUpdateAlert to better reflect
that it gates the entire alert banner, not just the button. Add test
covering update-available banner hidden when auto-update permission
is false.
