fix(version-tab): remove errant "update not available" toast (#1923) (#1924)

The toast fired on every visit to the Version settings tab because it
reacted to the auto-updater's `not-available` state without checking
whether a newer version actually exists. That state simply means
"no update found", which is the expected response when already up to
date. With the move to S3-backed releases the original sync-guard is
no longer needed, so the toast and its special-case button/disabled
logic are removed entirely.
