fix #285 include auto-generated GitHub release notes in release.sh

Step 10 now fetches GitHub-generated 'What's Changed' notes via the
generate-notes API and prepends the RELEASE_NOTES.rst link + horizontal
bar to produce the same format as the expected release body.  This
replaces the bare --notes string (pre-release) and --generate-notes
flag (stable) that were previously used separately.
