cruft: update

Updated Wiswa-managed project files:

- Add `.claude/rules/` (general, Python, tests, JSON/YAML, TOML/INI,
  markdown); remove `.cursor/rules/*.mdc` and `.github/instructions/*`.
- Refresh `.claude/agents/*`, CI `SKILL.md`, `AGENTS.md`, `CLAUDE.md`,
  and `.claude/settings.local.json.dist`.
- Workflows: adjust `codeql`, `publish`, `qa`, `tests`; add
  `markdownlint`, `prettier`, `release`, and `spelling`.
- Bump `CHANGELOG.md` Keep a Changelog link to 1.1.1; refresh
  `CITATION.cff`, `.gitignore`, `.prettierignore`, `.yarnrc.yml`,
  `dependabot.yml`, `.pre-commit-config.yaml`, `package.json`,
  `pyproject.toml`, `.wiswa.jsonnet`, dictionary, and lock files.
