- Consolidate editor and Copilot rules under .claude/rules/ (Markdown);
  remove .cursor/rules/*.mdc and .github/instructions/*.md
- Add GitHub workflows for markdownlint, prettier, and spelling
- Refresh .claude agent definitions, CI skill, and
  settings.local.json.dist
- Update workflows (qa, pyinstaller, tests, publish, and others),
  dependabot, and pre-commit
- Touch metadata: Keep a Changelog link, AGENTS.md, CLAUDE.md,
  CITATION.cff, package.json, pyproject.toml, lockfiles, gitignore,
  prettierignore, .yarnrc.yml, dictionary, .wiswa.jsonnet
