docs: add pairing tool UI redesign proposal (#672)

Multi-page installer workflow design for the BLE pairing tool,
replacing the current single-page layout with a guided wizard
optimized for field deployment:

1. Connect to gateway (one-time per site)
2. Node plan overview (from bundle manifest)
3. Per-node setup guide (sensors, wiring, media)
4. Pair and RSSI signal check
5. Provision
6. Summary

Includes phased implementation plan (A-D), technical notes,
and open questions for discussion.
