fix: resolve 4 low-severity maintenance audit findings (F-024 through F-027) (#670)

F-024: Implement T-N702 (node response timeout boundary)
- Add test verifying WAKE response timeout at 200ms boundary
- First recv returns None (timeout), retry succeeds
- Asserts all recv calls use RESPONSE_TIMEOUT_MS (200ms)

F-025: Add GW-NNNN cross-references to gateway design
- S18.2: add GW-1501 ref (install subcommand)
- S18.5: add GW-1500, GW-1501, GW-1503 refs (config locations)

F-026: Add BPF E2E test traceability
- T-BPF-031/032/033: add E2E coverage notes mapping to existing
  T-E2E-081/083 tests and unit test coverage

F-027: Prior audit deferred items acknowledged as carry-forward
(HW pipeline, build metadata tests, handler working_dir docs)
