ci(release): gate Go binary upload on root path in paths_released

Release Please emits `paths_released` as a JSON array of manifest paths.
Run `task build:release` / upload only when `"."` (the Go compiler package)
is included — not for vscode-forst-, cli-, or sidecar-only releases. Replaces
`startsWith(tag_name, 'v')`, which is not a reliable compiler-only filter
(e.g. `vscode-forst-v…` also starts with `v`).

fix(vscode-forst): import debugInfo from compiled `out/` in node tests

`node --test` cannot load `.ts`; the test imports `out/debugInfo.js` after `tsc`.

Example:
