fix(ci): gate publish jobs on Release Please path outputs

Root tag_name stays v* for the compiler; sidecar/cli/vscode tags are emitted as
packages/...--tag_name. The previous conditions used root release_created with
prefix checks on tag_name, which never matched scoped-only or multi-package
releases. Forward path outputs and run sidecar/cli publish and VS Code publish
with the matching tag.
