docs(rfc): add wire format and @forst/effect observability RFCs

- Add sidecar/11-wire-format.md: protobuf as contract IDL, gRPC vs Connect,
  proto JSON for tooling, and encoding-agnostic observability notes.
- Add effect/19-forst-effect-npm-observability.md: @forst/effect goals,
  distributed trace/log continuity with Effect-TS, and package responsibilities.
- Link new docs from 00-sidecar, 02-architecture, 04-tradeoffs, 05-observability,
  10-decisions, effect README, and 12/18; align observability snippets with
  wire-encoded byte sizes and rename span attributes where noted.
