docs(examples): add user generics RFC and RFC index by stage

Introduce `examples/in/rfc/generics/` with the full phased design for user-defined generics (motivation, phases, risks/mitigations) and a folder README linking ROADMAP/PHILOSOPHY and today’s builtin `generics.ft`. Expand `examples/README.md` with a stage glossary and a topic table (effect, errors, esm, generics, guard, sidecar, typescript-client) so RFC maturity is discoverable separately from ROADMAP implementation status.
