fix(user): mark get_statuses as composite query and fix test issues

get_statuses makes inter-canister calls to the directory canister, so it
must use composite = true. Also fixes wrong principal in post_upgrade
test, deduplicates insert_status test helper, and adds missing
GetStatusesError roundtrip tests.
