Migrate from pip/requirements.txt to uv with pyproject.toml

- Add [project] and [dependency-groups] dev to pyproject.toml (previously
  only had tool configuration)
- Add [tool.uv] exclude-newer = "7 days" supply-chain policy
- Add uv.lock for fully reproducible, hash-verified installs
- Move ipython from inline Dockerfile install to dev group
- Add coveralls to dev group (was installed inline in CI)
- Dockerfile: install uv from official image, use uv sync --no-dev
  --frozen; add VIRTUAL_ENV/PATH for the managed venv; Rust toolchain
  retained for native extension compilation
- CI: replace setup-python+pip with astral-sh/setup-uv, cache keyed on
  uv.lock, commands run via uv run
- Dependabot: switch ecosystem from pip to uv
- Remove requirements-txt-fixer pre-commit hook
- Raise check-added-large-files limit to 1024KB for uv.lock
