fix: submit ver_bits only in mining.submit version field (#41)

- pool expects XOR delta from base version, not full rolled version
- submitting full rolled version caused "Difficulty too low" rejections
- simplify package_result signature (remove unused base_version/version_mask)
- fix bitaxe-601 console: USB CDC (not UART)
- mark set_difficulty work dispatch as clean to flush stale job table entries
- bump default s_difficulty to 512 (sane ASIC default before pool override)
- add regression test for ver_bits submission format
