Simplify code across multiple modules (#496)

Add minimal checkstyle configs
Remove redundant final and use var in many trivial cases
Add jspecify annotations (removed some explicit null checks)
Add more javadocs
Moved encode()/decode() to RadiusAttribute so they are always routed to the same implementation
