fix: raise EyeOnWaterAPIError for non-200 responses (#54)

* fix: raise EyeOnWaterAPIError for non-200 responses

Previously, non-200 HTTP responses (e.g. 400 Bad Request) raised the base
EyeOnWaterException. This made it impossible for callers to distinguish
transient API errors from other exceptions.

Now raises EyeOnWaterAPIError (a subclass of EyeOnWaterException) so
callers can catch API errors specifically while still catching all errors
via the base class.

* chore: bump version to 0.3.29
