cruft: update

Move coding standards from GitHub Copilot instructions and Cursor MDC
rules into Markdown under `.claude/rules/`. Remove the old instruction
and Cursor rule files. Update agents, AGENTS.md, CLAUDE.md, and the CI
skill to reference the new paths and refresh regen/changelog wording.

Add dedicated GitHub Actions workflows for markdownlint, Prettier, and
cspell spelling. Teach the publish workflow to wait on those checks
alongside existing release gates.

Pin third-party action versions across workflows; bump setup-uv to v8,
upload-artifact and attest pins, CodeQL, anchore/sbom-action, and
softprops/action-gh-release. Restructure QA into format (YAPF) and
mypy jobs; adjust remaining workflows for consistency.

PyInstaller workflow: optional Windows Authenticode and macOS
codesign/notarisation when signing secrets are present; align EXE
metadata CompanyName with generator defaults.

Refresh pre-commit, package.json, pyproject.toml, Yarn and uv locks,
dictionary, and minor doc/citation/README/SECURITY updates. Bump Keep a
Changelog link to 1.1.1 in CHANGELOG.md.
