wiswa: improve quiet mode and post-process output

Honor --quiet for the final Done line and document it in --help and the
man page. Tighten Jsonnet and post-processing spinner copy, prefix
subprocess status with Running:, pass --quiet through to Ruff when not
in debug mode, capture Yarn stdout and stderr during install and
format, and use shell-style command strings in logs and errors. Update
the quiet CLI test.
