test(compiler): expand meaningful coverage across pipeline, LSP, and packages

Add stem-matched tests for typechecker (collect, register, unify shape/is), LSP
package merge and cache LRU, goload strconv, parser utils, printer ops/typeprint,
and forstpkg merge/ParseForstFile. Extend transformer pipeline integration tests
for control flow, range, and TestEmitValidation_* emit needles. Introduce
internal/coveragehotspots as a maintainer hotspot guide and align ROADMAP test
coverage rows with the new conventions.
