ci(release): chain package publish after Release Please

Release Please creates GitHub releases with the default GITHUB_TOKEN, which
does not dispatch `release` workflow runs—so `on: release` publish workflows
never fired. Switch publish-packages and publish-vscode-extension to
workflow_call with a tag_name input and invoke them from release.yml when
the new tag matches sidecar-, cli-, or vscode-forst-.

Also align actions/checkout to v4 in publish-packages (was v6).
