fix(session): gate newsletterstories behind Newsletter permission

Regular moderators without Newsletter permission were seeing
newsletterstories included in their total work count, causing phantom
badge counts of 1 (or more) on iOS and Android mod apps.

Gate the newsletterstories query behind auth.HasPermission(myid,
auth.PERM_NEWSLETTER) so only users with the Newsletter permission
see this count.

Updated TestWorkCountNewsletterStories to grant Newsletter permission.
Added TestWorkCountNewsletterStoriesRequiresPermission asserting
regular mods see newsletterstories=0.
