ci(release): add sidecar Release Please and publish on sidecar-v tags

Add a second Release Please package for @forst/sidecar (manifest 0.1.0) with
jsr.json bumped via extra-files. Exclude packages/ from the compiler package so
compiler and sidecar releases stay independent.

Run the binary build only when the release tag starts with v (compiler), not
sidecar-v*.

Teach publish-sidecar.yml to run on published releases whose tag contains
sidecar-v, checkout that tag, and pass JSR_TOKEN. Point release.yml at the
manifest explicitly. Document releases and manual publish in the sidecar README.
