Add annotation list popup with cross-file navigation (#15)

* add plan: annotation-list-popup

* feat: add annotation list popup data, rendering, and overlay integration

Add buildAnnotListItems() to build flat sorted annotation list from store,
annotListOverlay() for bordered popup with cursor highlighting, scrolling,
and empty state. Integrate popup into View() with overlayCenter().

* feat: wire up annotation list popup key handling and toggle

* feat: implement jump-to-annotation logic for annotation list popup

* feat: update documentation for annotation list popup

* fix: address copilot review findings

- fix comment regression: N (not n) navigates to previous search match
- prevent @ from opening annotation list popup over help overlay

* fix: reduce handleKey cyclomatic complexity

Move @ key into switch statement and separate showAnnotList early return
to keep complexity at 20 (was 21 after help overlay guard).
