feat: Native AOT publishing, multi-platform release binaries

- Enable Native AOT for ConsoleApplication (3MB self-contained binary)
- Rename output binary from ConsoleApplication to ipnetwork
- Target net10.0 only for the CLI app
- Update GnuGetOpt to 1.1.3 (strong-named on all platforms)
- Replace reflection-based version lookup with AOT-compatible alternative
- Add release workflow matrix for macOS (arm64/x64) and Linux (x64/arm64)
- Remove .NET runtime dependency from Chocolatey package
- Remove VERIFICATION.txt per Chocolatey reviewer feedback
