Add comprehensive rustdoc documentation to all public items

Add crate-level doc comment to src/lib.rs describing the library's
three protocol layers (HDLC low-level, Light, Full-Duplex) and CRC
support. Add /// doc comments to all public types, functions, methods,
enums, enum variants, struct fields, and modules across 14 files.

No functional code changes — documentation only.
