Call Plugin::activate() when activating implicitly-activated plugins

Previously if activate() was called for an implicitly-active plugin, it wouldn't call Plugin::activate(), so the plugin would stay implicitly active.

It also wouldn't mark that plugin's BlueprintShips plugin as implicitly active, but if the plugin was already implicitly active, its BlueprintShips plugin should also already be implicitly active.
