L2 learning switch, NDP/IPv6, DHCP improvements, ARP timeout, core tests

- Convert L2Hub from broadcast hub to MAC-learning switch with 5min aging
- Add NDP neighbor resolution for IPv6 unicast in L2Adapter (NS/NA,
  link-local, solicited-node multicast, ICMPv6 checksums)
- Add DHCP server RELEASE, DECLINE, and INFORM handling with declined
  IP tracking
- Add timeout cleanup for ARP/NDP pending queues (3s expiry)
- Add 81 unit tests covering Frame, Packet, Checksum, Connect, L2Hub
  switch behavior, and L3Hub routing
