ci: use Microsoft.Testing.Extensions.CodeCoverage

Replace coverlet.collector with a Microsoft.Testing.Platform-native
solution provided by Microsoft:
Microsoft.Testing.Extensions.CodeCoverage.

Replace --settings (which would be --coverage-settings for MTP) with
--coverage and --coverage-output-format, since these are the only
options we need for now.

Update the GitHub Actions workflow to produce and use cobertura files,
since lcov is not supported by
Microsoft.Testing.Extensions.CodeCoverage.

Remove comments about VSTest which are no longer relevant, since we are
no longer using it.
