- Add scripts/release.sh: interactive release checklist with --dry-run
  support to walk through all steps (switcher.json update, pre-commit,
  commit, tag, GitHub Release, conda-forge) in the correct order.
- Fix docs.yml switcher.json commit step: git pull --rebase before push
  prevents 'fetch first' rejection when the concurrent gh-pages deploy
  step has already advanced the branch.
- Update docs/source/_static/switcher.json: add 0.4.0 as preferred version.

- Fix --help / -h: parse flags before set -e and git calls so the script
  exits immediately without needing a git repo or any other prerequisites.
- Pre-release tags (rcN, aN, bN) are now added to switcher.json without
  stealing 'preferred' from the current stable release; stable tags still
  clear all preferred flags and mark themselves preferred.
- Apply consistent pre-release logic to docs.yml and docs_backfill.yml.
