Add union name to skip application of a union to

Why these changes are being introduced:
* It was discovered that the data warehouse was producing the union name
"Spon Res-Tech", which we then passed along to Quickbase.  However, HR
has determined this is not a union we want to acknowledge or track
in Quickbase.

How this addresses that need:
* Adds "Spon Res-Tech" to a list of union types we map to None.

Side effects of this change:
* Any employee appointments with "Spon Res-Tech" will not receive a union
