fix: redirects and missing route params for PFE projects (#7418)

* fix: missing URL params for PFE projects

- Pass query params through with redirected URLs, so that links to the new Projects page, from Talk posts, retain their query parameters.
- Add a `redirectPfeToFem` function which redirects any project page that isn't listed in `PFE_SLUGS`, so that PFE project pages can use the dynamic `/projects/:owner/:name` route.
- Use `redirectToStaticProxy` as the catch-all route for both `/*` and `/projects/*`, so that links to the new user group pages, and links to classify specific workflows, subject sets, or subjects work from Talk posts.
- Closes #7023.
- Closes #7417.
