Use mime.ParseMediaType and textproto.MIMEHeader

Replace custom parameter parser with stdlib mime.ParseMediaType
(gains RFC 2231 encoded parameter support) and switch Part.headers
from a private []headerEntry to a public textproto.MIMEHeader field,
matching the standard Go convention (net/http.Request.Header).
