refactor: move to ash extension for trigger handling

Trigger handling was not readable code. There were a lot of moving parts and
adding a new trigger was a pain (add a module for the resource, then add it to
the custom type with the appropriate tag value then add a match in the handler's
function, which was almost 500lines of code for a couple of matches).

This refactor moves this kind of abstraction moves away this complexity to
compile time extension resolution, adding a dsl for triggers.
