csi: fix node-driver-registrar liveness probe to use --http-endpoint

Replace missing liveness probe on node-driver-registrar container with an
HTTP healthz probe enabled via --http-endpoint=:29809. Without this flag the
built-in healthz server is never started and there is no effective health
checking on the kubelet registration socket.

The deprecated --mode=kubelet-registration-probe exec probe (no-op since
v2.9.0) is not used in this manifest, but the registrar container had no
probe at all.
