test: Add NewSKUs test

* Detects which SKUs were added in the last 2 months and runs a basic
  test on them, after excluding SKUs we don't support such as
  confidential series.
* Note: Currently does NOT run in OSS (must run on Machine API or NPS),
  as most new SKUs requires NVMe to pass, and CIG doesn't currently
  support that. We're working on that out of band.
