maint #230 fix type annotations in setor(), dict_device_factory(), and Matrix3x3 (#250)

- *reals in setor(): AnyAxesType -> NUMERIC (each element is a single number)
- **kwargs in dict_device_factory(): KeyValueMap -> Any (kwargs types values, not mappings)
- Matrix3x3: typing.List[List[float]] -> list[list[float]] (remove deprecated typing.List)
- Remove now-unused imports: AnyAxesType from user.py, List from misc.py
