Fix TypeScript 6.0 build and type-check errors

- Remove deprecated baseUrl (tsup injects it internally; silenced via
  ignoreDeprecations: "6.0")
- Add DOM to lib so console and other DOM globals are in scope
- Cast ev.target to HTMLInputElement where TS 6 now requires it for
  union event target types
- Add tsconfig.test.json with node types for jestShim.ts so that
  test:ts does not fail on util/global
