auto gen crd (#6548)

* feat(crd): add kubebuilder annotations for automatic CRD generation

Add kubebuilder marker annotations to all 22 CRD types in
pkg/apis/kubeovn/v1/, enabling controller-gen (v0.19.0) to
auto-generate CRD manifests from Go source.

Changes:
- Add kubebuilder annotations to all CRD types: resource scope, path,
  shortName, subresource:status, and printcolumn markers that match the
  existing static CRD definitions
- Add hack/crd-gen.sh script using controller-gen to generate CRDs into
  yamls/gen/ (gitignored)
- Add dnsnameresolvers.kubeovn.io CRD (cluster-scoped with status
  subresource) to static CRD YAMLs in charts and install.sh
- Add VlanStatus.Conditions patchStrategy/patchMergeKey tags
- Add .golangci.yml suppressions for VpcDns naming (deferred rename)
